Draft Adaptation to Technical Progress Proposed by CARACAL

A draft amendment to CLP regulation was proposed by the Competent Authorities for REACH and CLP (CARACAL) in early March (12th adaptation to technical progress).

The suggested modifications are numerous and concern the criteria for classification and labelling of substances and mixtures.

Amongst significant changes, the following ones can be outlined:

  • Addition of cut-off values for the hazard classes STOT SE 3 (H335/H336) and Asp. Tox. 1 (H304).
  • Adoption from the GHS UN text of an additional hazard class for “desensitized explosives” with new H statements H206 to H208
  • Adoption from the GHS UN text of the sub-category “pyrophoric gases” in the newly renamed hazard class “flammable gases” (previously named “Flammable gases (including chemically unstable gases)”).
    This new sub-category is linked to the creation of H232 statement “May ignite spontaneously if exposed to air''.
