On July 13th, 2020, the Ministries of Health, Labor, Commerce and the Environment of Colombia published a draft decree for public consultation. The decree aims to impose significant changes to regulations on the management of industrial use chemicals.
The Decree would introduce the creation of a new interministerial agency aimed at coordinating chemicals management, a chemicals inventory, a registry for new-use chemicals. It also includes new requirements for risk assessments and risk management plans, a toxic release inventory, and a host of new obligations for all entities in the chain of commerce, from producers to users, in Colombia.
If adopted, the decree would bring much-awaited structural changes to the chemical management system of Colombia. The draft publication has only been opened for comments for two weeks with a deadline set on July 31st, 2020.
